In 1979, the nation of Scotland held a national referendum to determine whether there was enough support for a Scottish Assembly to be established, as part of a devolution settlement promised by the Westminster government in London. The people voted Yes and in 1981 elections were called, resulting in a coalition of nationalist parties winning a majority and forming the first independent government to sit in Holyrood, Edinburgh since 1707.

In this new Scotland, super-criminals would emerge to battle against the forces of law and order, and vigilantes would take the law in their own hands and battle back. During this chaos the government would counter by forming specialist police units such as the Special Superhuman Surveillance Team (SSST).

Whilst the SSST and new legislation was useful against the lesser supervillains, Super-Gangs would begin to take control of large sections of the cities and were almost unstoppable. It would take a set of unconnected and seemingly insignificant events centred around a mysterious superhuman called Sam Concrete that would begin to pull apart their empire.
