In 1940, The Great War of the Century was still raging in its fifth year. The Mannese invaders still hold most of Lexpathia in a near stalemate.

The country is nearly broke and top commanders of the Allied Coalition want to change that. A solution comes in the form of a commission and the military press to lift the morale of the troops on the front lines.
