El nuevo secesionismo propone que los condados, más que los Estados, reasuman la soberanía territorial que por Derecho les corresponde como primer nivel del gobierno civil, declaren su independencia por segunda vez, y rehagan el mapa político e institucional del país. Acaso, no acabó así la Unión Soviética y Yugoslavia.
